DOC: Department of Commerce
The Department of Commerce was formed on February 14, 1903, as part of President Theodore Roosevelt’s Department of Commerce and Labor. When President Howard Taft formed a separate Labor Department on his last day in office, on March 4, 1913, it became a distinct department.
After the Civil War, American labor leaders began petitioning the Department of Labor in the late 1860s. President Chester Arthur created a non-cabinet-level Labor Department in 1888 to collect data on working people in the United States. Pressure grew in the late 1890s to create a Department of Commerce to represent industry interests. Labor leaders were happy with the non-cabinet department, but when they were denied the labor, they opposed to the cabinet’s corporate viewpoint.
President Theodore Roosevelt believed that commerce and labor should work together, and he utilized the opportunity to elevate Labor to the cabinet level as a result of increased pressure on the Department of Commerce. The two departments were split in 1913 due to pressure from the labor movement, which believed that trade and labor were at odds.
In his State of the Union speech in 2012, President Barack Obama advocated that the Department of Commerce be replaced by a new department committed to promoting trade and exports. He worked on his projected budget for that year, as well as the rest of his government, without result.
